for Observation and Planning (TOP) is designed for
assessing children's development in programs such as:

The TOP
is formatted as an individual checklist. The assessment items
are strength-based and functional. The assessment process
is embedded in the daily routines and activities and can be
used in center based programs, home visitation programs, or
family child care settings. The “Things to Consider”
column is located next to the assessment items. Each statement
provides the caregiver/teacher with a bit more knowledge of
development and provides cues when observing.
